Modifications to 'Pension Increase' Order



          In partial modification of G.O (P) No.602/2010/Fin dated 19/11/2010 Government have ordered (in G.O (P) No.694/2010/Fin dated 23/12/2010) that “All pensioners /family pensioners who are eligible for enhancement of pension under these orders shall submit the prescribed application to the Pension Disbursing Authorities concerned.

          The Certificate of the Pension Sanctioning Authority in the proforma appended to the Government Order read above (G.O (P) No.602/2010/Fin dated 19/11/2010) stands deleted”

Early Disbursement of Salary and Pension



            G.O (P) No.682/2010/Fin dated 14/12/2010. In view of the ensuing Christmas, Government have ordered early disbursement of pay and allowances of the employees of the State Government for the month of December 2010 on 22-12-2010, 23-12-2010 and 24-12-2010. Sanction has also been accorded for disbursement of pension/family pension for the month of January 2011 on 20-12-2010 and 21-12-2010.

Casual Leave for Provisional Employees

          In G.O (P) No.651/10/Fin dated 01/12/2010, Government have ordered that Provisional employees who are appointed through Employment Exchanges for a period of 180 days vide Rule 9 (a) (i) of the General Rules of Part II, KS&SSR 1958 shall be eligible for casual leave at the rate of one day for a month subject to a maximum of 6 days on condition that the number of days of absence from duty including holidays shall not exceed 4 days at a time.

16% increase in DR for Pensioners

          In G.O (P) No.661/2010/Fin dated 04/12/2010 Government have revised the rate of Dearness Relief with effect from 01/07/2010 to State Service Pensioners/Family Pensioners and also to the Pensioners/Family Pensioners coming under UGC/AICTE/Medical Education Schemes.

          In Circular No.102/2010/Fin dated 09/12/2010, Government have also issued authorization from the Accountant General (Kerala) to the Pension Disbursing Authorities within the state for disbursing the revised rate of DR.

SDO Salary thruough TSB Accounts



          In GO (P) No.658/10/Fin dated 03/12/2010 Government have introduced the system of disbursement of salaries and entitlements of all Self Drawing Officers in the State through Treasury Savings Bank accounts with effect from 01/01/2011. The system envisages processing and transfer crediting of monthly salaries and other personal entitlements of all Self Drawing Officers to the Treasury Savings Bank accounts to be opened in the name of the officers concerned and its subsequent withdrawal by way of cheques according to their convenience.

          TSB accounts will be opened for all Self Drawing Officers, by the Treasury Officers concerned, without formal application from the officer concerned, in relaxation of the provisions under Rule 10 and 11 of Appendix 3 of the KTC Volume II.

          Six months time will be allowed to obtain formal application and declaration as contemplated in Rules. A letter of undertaking enabling adjustments/ recovery of excess amount to the TSB account, if any credited, will be obtained from each such account holder within a period of six months. Such account holders will be allowed six month’s time for filing nominations as per the Treasury Savings Bank Rules.

          The minimum balance to be kept in such TSB accounts will stand reduced from Rs.500/- to Rs.100/- with the facility of issuing cheques.

SPARK - Some Tips


Some common doubts about using SPARK and their solutions from my experience. I welcome the comments from experienced hands so as to make this post more helpful to the SPARK users.

Q.        HRA is present in the Part Time staff’s bill. Why?
A.         Administration - Edit employee record – Type PEN No. of the employee – Present service details – Employment type - Ensure that it is set as Part Time Staff.

Q.        DA Arrear merged in previous month is present in the latest bill also. Why?
A.         Administration - Edit employee record – Type PEN No. of the employee – Allowances – Check whether more than one entry is saved with same amount.

Q.        ‘No Privilege’ error message is appearing when trying to process SDO’s salary bill. Why?
A.         1.         Administration - Edit employee record – Type PEN No. of the employee – Present service details – SDO code - It must be a 6 digit code. If not, prefix zeros to make it 6 digits.
            2.         Salary Matters – Est. Bill Types – Select your office. Check whether Bill Sl. No. is set as SD for SDOs. It should set by the establishment user.
            3.         Administration – User admin – Type PEN No. of the employee – check whether authorization code set as S.

Q.        One employee is missing in the present month salary bill. Why?
A.         1.         Administration - Edit employee record – Type PEN No. of the employee – Present Salary – Ensure the correct Bill type is set for this employee.
2.         Administration - Edit employee record – Type PEN No. of the employee – Ensure the superannuation date/Retirement date is correct. Establishment user can correct it.
            3.         Service Matters – Retirements – Check whether name of this employee is present there with incorrect retirement date.
            4.         Administration - Edit employee record – Type PEN No. of the employee – Leave Availed – Ensure there is no wrong entry.
            5.         Salary Matters – Changes in the Month – Stop/Release salary – Ensure name of the employee has not been put in that option.

Q.        Name of the employee is missing in the Increment Sanction window. Why?
A.         1.         Administration - Edit employee record – Type PEN No. of the employee – Present Salary – Ensure ‘Next Incr date’ is correct.
2.         Try clicking in ‘Stagnation Increment’ in the same window. If the name of the employee is present there, you can sanction the increment as a normal increment.

Q.        Increment cannot be sanctioned. Why?
A.         1.         Administration - Edit employee record – Type PEN No. of the employee – Present Salary – Ensure ‘Next Incr date’ is correct.
2.         Administration - Edit employee record – Type PEN No. of the employee – Present service details – Ensure the superannuation date/Retirement date is correct. Establishment user can correct it.
            3.         Service Matters – Retirements – Check whether name of this employee is present there with incorrect retirement date.
            4.         You can try again with ‘Order No.’ column left as blank.

Q.        Report cannot be generated after sanctioning the increment. Why?
A.         Report should be generated before saving the increment sanction. Otherwise you may not get the report later.

Q.        ‘Invalid Basic Pay’ error message is appearing when editing ‘Present Salary’ page. Why?
A.         Administration - Edit employee record – Type PEN No. of the employee – Present service details – Ensure the Designation and Scale of Pay entered is correct.

Q.        Employee on LWA is present in the salary bill. Why?
A.         Administration - Edit employee record – Type PEN No. of the employee – Leave Availed – Ensure the LWA taken is entered month wise. (Eg: 01/10/2010 – 31/10/2010, then 01/11/2010 – 30/11/2010)

Q.        DA amount in the salary bill is higher than the actual amount for UGC staff. Why?
A.         Administration - Edit employee record – Type PEN No. of the employee – Present service details – Service category – Ensure it is set as ‘UGC AICTE Med Ed Rev’.

Q.        Deduction set for an employee is not affecting in the present month salary bill. Why?
A.         Administration - Edit employee record – Type PEN No. of the employee – Present Salary – Ensure the ‘From Date’ & ‘To Date’ column is set as the month for which the deduction is being affected. (Eg: If you want to deduct GPAIS from the salary bill of November, date column should be set as 01/11/2010 – 30/11/2010.) Date column for the deductions like PF, GIS, etc can be left blank to affect it in every month.

Q.        Provident Fund schedules are generated separately for some employees. Why?
A.         Administration - Edit employee record – Type PEN No. of the employee – Present service details – Ensure the ‘PF type’ selected is correct.

Q.        Cannot transfer an employee to a new station. Why?
A.         1.         Administration - Edit employee record – Type PEN No. of the employee – Service History – Check the last few entries. Ensure the date entered is correct without any service breaks.
            2.         Administration - Edit employee record – Type PEN No. of the employee – Present service details – Ensure the superannuation date/Retirement date is correct. Establishment user can correct it.

Q.        From where an SDO obtain his/her PEN No. and password?
A.         The establishment user of the office, where the SDO is working, can create a PEN No. for the SDO using Administration – New employee record. Before creating a new PEN, it should be ensured that there is no PEN created for him/her earlier even if he/she is a fresh employee. Search using Queries – Employee search – Enter first few letters of the name and Date of Birth. No need of selecting the Department.

After creating the PEN, contact your Departmental Master User (DMU) or send an email to SPARK call centre (info@spark.gov.in) with following details.

1.      PEN No. & Name
2.      Designation, Department & Office Address
3.      SDO code
4.      Head of Account (7 tier)
5.      Gazetted Ent. No.
6.      Treasury Specimen Signature Card No.
7.      DDO code of SDO
8.      Specify whether the SDO is a DDO or not.
9.      Contact mobile no.

Q.        Employees who are occupying departmental quarters are not eligible for HRA. But HRA is present in their salary bill. Why?
A.         Administration - Edit employee record – Type PEN No. of the employee – Quarters – Ensure the ‘Eligible for HRA’ column is selected as ‘No’.

GPAIS through Kerala State Insurance Dept. for the year 2011

          In G.O (P) No.616/10/Fin dated 23/11/2010 Government have decided to implement the Group Personal Accident Insurance Scheme through Kerala State Insurance Department for the year 2011 with certain modifications. As per the G.O the scheme has also been extended to the employees of all Public Sector Undertakings, Co-operative Institutions, autonomous bodies and other Government Institutions in addition to the categories of employees already covered under the scheme. The scheme shall come into force with effect from 01/01/2011.

          The insured shall have to pay an annual premium of Rs.100/-, inclusive of Service tax for an assured sum of Rupees Eight Lakh.

The compensation admissible shall be as follows:
  •  Death due to accident – 100% of sum insured
  •  Loss of 2 limbs or sight of both eyes and one limb and sight of one eye due to accident – 100% of sum insured
  •  Loss of one limb or sight of one eye due to accident – 50% of sum insured
  •  Permanent total disablement due to accident – 100% of sum insured

          The Drawing and Disbursing Officer/ Self Drawing Officer shall deduct the premium of Rs.100/- per employee from all the categories of employees included in the Scheme from the salary for the month of November 2010 payable in December. In case of any  spill over, the same should be recovered from the salary of December 2010 payable in the 3rd week of December.

5% Increase in the Basic Pension

          In G.O (P) No.602/2010/Fin dated 19/11/2010 government have ordered an increase of 5% in the existing monthly basic pension/family pension will be allowed with effect from 01.04.2009 including those who draw minimum pension/family pension. These orders will be applicable to employees and teachers on State Government scales of pay who retired/expired while in service during the period from 01.03.2002 to 30.06.2004.

          While allowing the increase, it shall be ensured that the ceiling on maximum pension will be observed ie., the pension shall not exceed the prescribed limit. In the case of employees and teachers who retired/expired while in service on or after 01.07.2004 and were drawing basic pension/family pension below Rs.2,520/-, their pension/family pension will be fixed at Rs.2,520/-.

          The monetary benefit will be admissible with effect from 01.04.2009. All the pensioners/family pensioners who are eligible for enhancement of pension under these orders shall submit the prescribed application (Proforma appended) to the Pension Disbursing Authority through Pension Sanctioning Authority. The Pension Sanctioning Authority after scrutiny and confirmation of the details furnished by the applicant shall forward the same to the Pension Disbursing Authorities concerned for further action.

          Commutation shall not be allowed on the basis of the enhanced pension. After revision of pension, the Pension Disbursing Authorities shall prepare a statement in the form appended to this order in triplicate and sent one copy of the same to the Pensioner and one copy to the Accountant General (A&E), Kerala, Thiruvananthapuram for verification and updation of registers maintained by Accountant General.

          These orders are not applicable to the teaching staff whose date of superannuation is prior to 01.03.2002.

          തദ്ദേശഭരണ സ്ഥാപനങ്ങളുടെ 2010-ലെ പുനഃസംഘടനയുടെ ഭാഗമായി 7 ഗ്രാമപഞ്ചായത്തുകളെ മുനിസിപ്പാലിറ്റികളായി പരിവര്‍ത്തനപ്പെടുത്തുകയും 15 ഗ്രാമപഞ്ചായത്തുകളെ നഗരസഭകളില്‍ കൂട്ടിച്ചേര്‍ക്കുകയും മൂന്നാര്‍ ഗ്രാമപഞ്ചായത്ത് വിഭജിച്ച് ഇടമലക്കുടി ഗ്രാമപഞ്ചായത്ത് രൂപീകരിക്കുകയും ബ്ലോക്ക് പഞ്ചായത്തുകളെ പുനഃസംഘടിപ്പിക്കുകയും ചെയ്തിട്ടുണ്ട്. ബ്ലോക്ക് പഞ്ചായത്തുകളുടെ പുനഃസംഘടനയുടെ ഭാഗമായി 6 ബ്ലോക്ക് പഞ്ചായത്തുകള്‍ ഇല്ലാതാകുകയും 6 ബ്ലോക്ക് പഞ്ചായത്തുകള്‍ പുതുതായി രൂപീകരിക്കുകയും ഗ്രാമപഞ്ചായത്തുകളെ വിവിധ ബ്ലോക്ക് പഞ്ചായത്തുകളിലായി പുനഃക്രമീകരിക്കുകയും ചെയ്തിട്ടുണ്ട്. 2010 നവംബര്‍ 1 മുതല്‍ക്കാണ് പുനഃസംഘടന പ്രാബല്യത്തില്‍ വന്നിട്ടുള്ളത്. പുനഃസംഘടന ബാധകമായിട്ടുള്ള തദ്ദേശഭരണ സ്ഥാപനങ്ങളുടെ 2010-11 വാര്‍ഷിക പദ്ധതി തുടര്‍ന്ന് നടപ്പാക്കുന്നതിനും കൈമാറിക്കിട്ടിയ സ്ഥാപനങ്ങളുടെ പരിപാലനത്തിനും സര്‍ക്കാര്‍ മാര്‍ഗരേഖ അംഗീകരിച്ച് ഉത്തരവായിരിക്കുന്നു.

GIS Proforma - Time Limit Extended



          In Circular No. 92/2010/Fin dated 04.11.2010 Government have extended the date for providing the details to November 2010 instead of October 2010, taking in to consideration that in many cases establishment pay bills related to many offices, the DDOs were not able to collect GIS account numbers and include in the format.
          All treasury Officers are strictly directed that before honouring the bills and pass for payment, they should ensure that the prescribed format for GIS is duly filled up and attached with the salary bill for November 2010. Under any circumstances such details are not furnished in the format being attached with the salary bill for November 2010, the Treasury Officers should ensure that those bills are not passed for payments.

          The Kerala Public Service Commission invites online applications for the Departmental Tests , January 2011 to be conducted at various centres across Kerala State and Lakshwadeep. The Candidates are required to register (One-Time) prior to applying for the tests through the Official website of Kerala Public Service Commission (www.keralapsc.org). The fee for Examination and Certificate should be remitted and details of payment should be entered in your profile before last date.

   Last date of receiving the application - 2010 October 27 Wednesday 5pm

   Head of Account to remit the exam fee - 0051 - 00 - 105 - 99

   You can download the chalan form, with your address, amount and other details, from your profile after registration.

   A recent passport size photograph should be uploaded for the registration*.

          സംസ്ഥാനത്തെ സര്‍ക്കാര്‍ , എയ്ഡഡ് തുടങ്ങിയ സ്ഥാപനങ്ങളില്‍ ജോലി ചെയ്യുന്ന ജീവനക്കാര്‍ക്ക് നിര്‍ബന്ധമാക്കിയിട്ടുള്ള ഗ്രൂപ്പ് ഇന്‍ഷൂറന്‍സ് പദ്ധതിയില്‍ 2010 സെപ്തംബര്‍ മാസത്തെ ശമ്പളബില്ലില്‍ നിന്നു തന്നെ GO (P) No. 385/2007/Fin dt 24.8.2007 പ്രകാരമുള്ള ചുരുങ്ങിയ വരിസംഖ്യ അടച്ച് അംഗമായി ചേരേണ്ടതാണ്. ശമ്പള സ്കെയിലിന്റെ അടിസ്ഥാനത്തിലാണ് ജീവനക്കാരുടെ ചുരുങ്ങിയ വരിസംഖ്യ കണക്കാക്കുന്നത്. 1984 സെപ്തംബര്‍ ഒന്നിനും അതിനു ശേഷവും സര്‍വ്വീസില്‍ പ്രവേശിച്ചവരും 2010 സെപ്തംബര്‍ ഒന്നിന് 50 വയസ്സ് കഴിയാത്തവരുമായ മുഴുവന്‍ ജീവനക്കാര്‍ക്കും ഗ്രൂപ്പ് ഇന്‍ഷൂറന്‍സ് പദ്ധതി നിര്‍ബന്ധമാണ്. 1984 സെപ്തംബര്‍ ഒന്നിന് മുന്‍പ് സര്‍വ്വീസില്‍ പ്രവേശിച്ചിട്ടുള്ള, 2010 സെപ്തംബര്‍ ഒന്നിന് 50 വയസ്സ് കഴിയാത്തവരുമായവര്‍ക്ക് ഓപ്ഷണലായി ഗ്രൂപ്പ് ഇന്‍ഷൂറന്‍സ് പദ്ധതിയില്‍ GO (P) No. 249/2010/Fin dt 21.4.2010 പ്രകാരം അംഗമായി ചേരാവുന്നതാണ്. നാളിതു വരെ ഗ്രൂപ്പ് ഇന്‍ഷൂറന്‍സ് പദ്ധതിയില്‍ അംഗമായിട്ടുള്ള മുഴുവന്‍ ജീവനക്കാരും (50 വയസ്സ് കഴിയാത്തവര്‍ അടക്കം) GO (P) No. 385/2007/Fin dt 24.8.2007 പ്രകാരമുള്ള ചുരുങ്ങിയ വരിസംഖ്യ ഗ്രൂപ്പ് ഇന്‍ഷൂറന്‍സ് പദ്ധതിയില്‍ , 2010 സെപ്തംബര്‍ മാസത്തെ ശമ്പള ബില്ലില്‍ നിന്ന് അടക്കേണ്ടതാണ്. 2010 സെപ്തംബര്‍ ഒന്നിന് 45 വയസ്സ് കഴിയാത്ത ജീവനക്കാര്‍ക്ക് നിര്‍ബന്ധിത വരിസംഖ്യയുടെ ഇരട്ടി തുക വരെ പരമാവധി വരിസംഖ്യ ആയി അടക്കാവുന്നതാണ്.

ഗ്രൂപ്പ് ഇന്‍ഷൂറന്‍സ് പദ്ധതിയിലെ നിര്‍ബന്ധിത വരിസംഖ്യ:-

16650 - 23200 ഉം അതിനു മുകളിലും                    250

New Schedule for GIS deduction for SDOs

                                                                 
          In Circular No.82/2010/Fin dated 3/9/2010 Government introduced a revised schedule for deduction of GIS subscription in respect of SDOs. As per the circular all SDOs  were directed to use the revised schedule for deduction of the month of October onwards.

Crediting of DA arrear to PF; time-limit extended

                
        
          In G.O (P) No.464/2010/Fin dated 27/08/2010, Government have ordered that the time limit for crediting the arrears of DA sanctioned from 1.1.2008, 1.7.2008, 1.1.2009, 1.7.2009 to the PF account of the employee will be extended up to 19.11.2010. The DA arrears can be claimed in the salary bill up to November 2010 and credited to PF account without fail.

SLI Loan; instalements for repayment increased.

          
          In G.O (P) No.460/2010/Fin dated 18/08/2010  Government have enhanced the number of monthly instalments for repayment of the SLI loan sanctioned to policy holders from 20 to 36 instalments. Sanction is also accorded to adjust the balance, if any, outstanding in the existing loan from the new loan availed as in the case of GPF.

Online Regn. for Departmental Tests

               Kerala Public Service Commission has started Online Registration for Departmental Tests. Every candidate appearing for a Departmental Test from January 2011 onwards, should register their details (Personal, Official & Communication details) before applying for examination. The Registration need to be performed only once and you should log in using this User ID and password for every application for Departmental or Special Test or any other activities related with Departmental Examinations (Like apply for an examination, download your hall ticket, view examination result, apply for certificates etc).
               
               The candidate should upload a recent photograph for the registration. The size of the photograph in digital format should be 150 x 200 pixels, with a maximum size of 30 Kb. The back ground of the photgraph should be in light shade, with clearly visible face. The digital form of the photograph obtained from the Studio can be easily transformed into the required specification using any of the Image Processing Softwares like MS-Paint, Adobe Photoshop, GIMP etc.
             
               Though the registration has already started, you would be able to apply for an examination only on issuing of notification for the examination and until the last date.

   In G.O (P) No.439/2010/Fin dated 07/08/2010 Government have ordered that an Onam Advance of Rs.7500/- will be paid to all employees. The amount of advance will recovered in five equal installments as usual.The advance will be drawn and disbursed from 18.08.2010 onwards.

   In G.O (Ms) No.440/10/Fin dated 07/08/2010 Government have sanctioned Onam Advance of Rs.1000/-  to part-time contingent employees and other categories as listed in the G.O. The Advance will be recovered in five equal monthly instalments and in 21 weekly instalments in the case of persons getting weekly wages.

   In G.O (P) No.438/2010/Fin dated 07/08/2010 Government have sanctioned an Ad Hoc Bonus of Rs.2750/- for those who drawing total emoluments not exceeding Rs.10750/-
   Government have also ordered Special Festival Allowance of Rs.1500/- for those employees drawing total emoluments above Rs.10750/- in the revised scales.
   State service pensioners and family pensioners will be given a special festival allowance of Rs.400/- and Rs.300/- respectively.

   In G.O (P) No.449/10/Fin dated 13/08/2010 Government have ordered partial modification to G.O (P) No.438/2010/Fin dated 07/08/2010  to the effect that Part-time Contingent employees including those working in aided educational institutions listed under para 7 (x) of the G.O are eligible for either Special Festival Allowance or Ad hoc Bonus whichever is higher.

Early Disbursement of Salary and Pension

          In view of the ensuing Onam festival,  in G.O (P) No. 419/2010/Fin dated 29/07/2010  Government have ordered early disbursement of Salary and Pension.
          The pay and allowances/salaries of Employees of the State Govt. including full time and part time contingent employees, work establishment staff and NMR workers of all Departments and employees of Aided Schools, Colleges and Polytechnics for the month of August 2010 will be disbursed from the treasuries as follows...


18.8.2010    Educational institutions and Department of Administration of Justice coming under Par A & B of Article 75 (b)(i) of KFC Vol.I

19.8.2010    Remaining Departments coming under Part A and Part B of Article 75 (b)(i) of KFC Vol. I

20.8.2010    Departments coming under Part C of Article 75 (b)(i) of KFC Vol. I

The pension for the month of September 2010 will also be disbursed to State Service Pensioners/ Family Pensioners and KFF pensioners on 16.8.2010 and 17.8.2010

Instructions to fill in PF forms without any defects

In Circular No.60/2010/Fin dated 28/06/2010 Government have communicated some common defects/deficiencies noticed in filling the PF related forms and issued instructions to avoid such defects/deficiencies while filling PF related forms.

DA/DR increased to 78%

                     In G.O.(P)No.362/2010/Fin dated 03/07/2010 Government have ordered revision of rates of Dearness Allowance payable to State Government Employees, Teachers, Staff of Aided Schools, Private Colleges and Polytechnics, Full Time employees borne on the contingent and work charged establishments and employees of Local Bodies  w.e.f. 01.01.2010. The revised rate of DA is 78%.
                            The revised rate of D.A. due from 01.01.2010 (additional 14%) will be paid in cash with the salary due for the month of August, 2010 onwards. The arrears for the period from 01.01.2010 to 31.07.2010 will be drawn and credited to the PF account of the employee along with the salary bill for the month of  August, 2010 to February, 2011.
